As provided in the TCTA governance documents, written nominations for candidates for TCTA office must be received at headquarters by Monday, November 3, 2008, for names to be printed on the ballot at the 2009 Representative Assembly, which will be held February 6-7, 2009, at the Sheraton Hotel in Austin. November 3 is also the deadline for proposed amendments to the TCTA Constitution and Bylaws to be received to be eligible for a lower percentage vote for adoption. (Proposed governance document amendments received after midnight on November 3, 2008, will require a higher percentage vote of the Representative Assembly for adoption.)

CANDIDATES FOR OFFICE: The TCTA Bylaws specify that to be eligible to run for office, an individual shall:

1) have been an “Active” member of the Association for at least four consecutive years immediately preceding election,

2) be a current TCTA member, and

3) hold membership in his/her local association (where applicable).

Additionally, a candidate for District Director or Director-At-Large is eligible for election in the TCTA district corresponding to the public school district in which he/she is employed, and no two Directors may serve from the same local CTA unit concurrently as long as there is more than one local association in a TCTA district. The Bylaws also specify that a person shall be ineligible to run for a District Director or Director-At-Large position if election would extend tenure in office beyond five consecutive years as a member of the Board of Directors.

Nominations for office (including Director-At-Large) must be made in writing and may be submitted either in letter form specifying the office sought (including, for a district directorship, whether a one-year or two-year term will be sought, if both are available in that district), or by completing a “Qualifications and Consent Form,” which is available from TCTA headquarters on request.

OFFICES OPEN FOR ELECTION OR RE-ELECTION: Nominations may be made for the offices of President-Elect, Governance Committee Chair, Legislation Committee Chair, Membership Committee Chair and Professional Rights and Responsibilities Committee Chair. All districts have “staggered” terms for their directors and, therefore, at least one director position will be open for election or re-election in each TCTA district. (Please note that the number of Directors-At-Large needed to serve on the Board of Directors, determined by the proportion of ethnic-minorities elected to serve on the Board versus the ethnic-minority composition of the TCTA membership, cannot be determined until Board elections are completed at the annual meeting.)

Detailed information regarding the offices that will be available for election or re-election will be mailed to local association presidents this fall. Individuals whose nominations are not received by midnight on November 3, 2008, may be nominated from the floor, but will not have their names printed on the official ballot.

December 8, 2008, deadline
DELEGATES-AT-LARGE AND STUDENT DELEGATES: TCTA “Active” members who teach in a school district with no TCTA local affiliate may serve as voting delegates to the 2009 Representative Assembly.

Allocation is made on the basis of one delegate per district for each 50 “Active” members-at-large (or major fraction thereof). Student members may serve as nonvoting delegates, and delegate status is allocated on the basis of one delegate for each 50 student members (or major fraction thereof). “Active” level members teaching in a school district without a TCTA local affiliate or student members interested in serving as delegates, may submit their names to the TCTA Executive Director to be included in a random drawing. Submissions must be made in writing and postmarked no later than Monday, December 8, 2008 (60 days prior to the annual meeting). Names may also be submitted by that date via fax transmission to (512) 469-9527.
